Agency offboarding (staged exit)
Platform-admin staged exit on /dashboard/admin/whitelabel/[id]/offboard: initiate grace (≥7d, default 30), disposition each client (transfer or suspend), then complete (cancelled + inactive + pro-rata). Different from unpaid lock. Clients never deleted.
Offboarding is not unpaid invoice lock. Unpaid lock reverses on payment; offboarding disposes every client then cancels the partner.
Platform admin only: Admin → Whitelabel → agency → Offboarding. APIs: GET|POST /api/admin/agency/offboarding and reconciliation.
Flow: Initiate (grace ≥7 days, default 30; stay live) → Disposition per client (transfer_direct or suspend; trial on transfer opt-in default off) → Complete (blocked while undecided; cancelled + inactive + pro-rata invoice).
Blocks is_default, platform_internal, and external_quotes (TFG). Clients are never deleted.

- Complete when undecided count is 0
